The Hong Kong Jockey Club formalized a partnership with the Guangzhou government on Tuesday to promote horse-themed tourism in the Greater Bay Area, including policy support, promotion, tourism products and industry development.
A memorandum of understanding was signed at the Hong Kong Science Park by the club and the Guangzhou Municipal Bureau of Culture, Radio, Television and Tourism.
Under the agreement, the Guangzhou government will support the inclusion of horse racing tourism in cross-border cooperative projects, and the Conghua Racecourse will be positioned as an “integrated international center for culture, sports and horse-themed tourism”.
This strategy uses the concept of “Two Cities, Three Race Courses”, connecting Happy Valley with Sha Tin in Hong Kong and Conghua to promote the development of regional tourism.
In addition to improving online and offline advertising, both parties will cooperate in the production of videos to promote the world-class race in Conghua with extensive promotional activities.

Guangzhou authorities will also support the club’s participation in major tourism fairs in the city.
The city plans to launch “one-stop multi-stop” tours connecting the three racetracks, marketing racetrack tourism as a signature attraction for domestic and international business travelers.
The club will also cooperate with Guangzhou’s media and academic institutions to strengthen talent development in sports and culture.
This follows the club’s plans to launch world-class racing at Conghua Racecourse in October 2026. The venue will host a series of horse-related events and entertainment events.
The signing ceremony was witnessed by leaders including Leung Chun-ying, vice chairman of the Chinese People’s Political Consultative Conference, Guangzhou mayor Sun Zhiyang and Raymond Tam, executive director of the HKJC.
The agreement was signed by Ronald Chan, head of the mainland club’s affairs, and Li Ruolan, chief engineer of the Guangzhou tourism office.
