Washington is keeping the terms of its accord with Tehran secret until it is officially signed
A purported draft of a US-Iran accord circulating online suggests Washington could offer Tehran relief from sanctions and access to frozen assets while leaving key nuclear issues to future talks.
The 14-item list emerged on Tuesday as the administration of US President Donald Trump faced intense pressure from Israel and skeptical Republicans in Congress to release the terms of the secret accord.
Trump has said the agreement was signed electronically but will be made public after the official signing in Switzerland on Friday.
Vice President JD Vance said the United States had not released the one-and-a-half-page document because officials needed it “Set this up the right way.”
Israel, which has expressed concern over the deal, has reportedly asked Washington to see the final text but was refused.
Below is the full text of the alleged agreement between Washington and Tehran as distributed by Al Arabiya and Israeli media. An overview of the same 14 factors was published by Bloomberg. The White House has not confirmed the authenticity of the leaked text, and RT could not independently verify the claims in the list:
1. The Islamic Republic of Iran and the United States of America, together with their partners in the current war, declare, at the time of signing this Memorandum of Understanding, an immediate and permanent cessation of hostilities against all sides, including Lebanon, and promise that from now on they will not initiate any hostile actions against each other and will refrain from threats or the use of force against each other. The final agreement will confirm the terms of this clause and the remaining clauses.
2. The Islamic Republic of Iran and the United States promise to respect each other’s sovereignty and territorial integrity and refrain from interfering in each other’s internal affairs.
3. The Islamic Republic of Iran and the United States promise to negotiate and reach a final agreement within a period not exceeding 60 days, which can be extended with the consent of both parties.
4. Immediately after the signing of this Memorandum of Understanding, the United States will remove the naval blockade and prevent any interference or blockade against the Islamic Republic of Iran, and restore traffic within a maximum of 30 days to its full capacity. The shipping will be comparable to the pre-war traffic volume on the side of the Islamic Republic of Iran. The United States also commits to withdraw its forces from the surrounding areas within 30 days after the final agreement.
5. After signing this Memorandum of Understanding, the Islamic Republic of Iran will take immediate action to ensure that the movement of merchant ships from the Persian Gulf to the Sea of Oman and vice versa is restored within 30 days to the pre-war level, taking into account the need for the removal of technical restrictions and the disappearance of mines by Iran.
6. The United States commits, together with its regional partners, to create a mutually agreed comprehensive plan for the rehabilitation and economic development of the Islamic Republic of Iran, while guaranteeing funding of at least 300 billion dollars. The procedure for the implementation of this plan, as part of the final agreement, will be created within 60 days.
7. The United States is determined to end, on a schedule that will be reached as part of the final agreement, all types of sanctions currently facing the Islamic Republic of Iran, including the resolutions of the United Nations Security Council and the Board of Governors of the International Atomic Energy Agency (IAEA), and all unilateral sanctions of the United States, primary and secondary.
8. The Islamic Republic of Iran reiterates that it will never produce nuclear weapons. The Islamic Republic of Iran and the United States have agreed that the fate of enriched materials and all other agreed nuclear-related issues, including Iran’s nuclear needs, will be adequately addressed in the final agreement. The final contract will confirm the terms of this article.
9. The Islamic Republic of Iran and the United States agree that, pending a final agreement, they will maintain the status quo: Iran will maintain the status quo in its nuclear program, and the United States will not impose new sanctions on Iran or strengthen its power in the region.
10. The United States promises that immediately after the signing of this Memorandum of Understanding, and until the date of the removal of sanctions, the United States Department of the Treasury will grant exemptions for the sale of Iranian crude oil, petrochemical products and their derivatives, and all related services, including banking, insurance, transportation, and so on.
11. The United States agrees that, subject to the progress of negotiations to reach a final agreement, funds and assets withheld or embargoed by the Islamic Republic of Iran will be released and fully recovered. These funds, whether in the main account or transferred, will be used for any final beneficiary payment determined by the Central Bank of the Islamic Republic of Iran and will be fully available for use. The United States undertakes to issue all necessary permits and licenses on this basis.
12. The Islamic Republic of Iran and the United States agree that an implementation mechanism will be established to oversee the successful implementation and future commitment to the final agreement.
13. Following the signing of this Memorandum of Understanding, and after receiving assurances regarding the implementation of Articles 4, 5, 10, and 11 of this Memorandum of Understanding, as well as the continued implementation of these measures, the Islamic Republic of Iran and the United States will enter into negotiations to respect the last remaining articles only.
14. The final agreement will be adopted through a binding resolution of the United Nations Security Council.
