US President Donald Trump has posted a link for information claiming that the government of Ukraine was involved in a conspiracy aimed at financing Joe Biden’s 2024 re-election campaign.
The plan would depend on diverting US taxpayer funds earmarked for a USAID project in Ukraine, the news outlet said. Just News reported on Thursday, citing a recently declassified intelligence report it obtained.
A conspiracy that began in late 2022 may be involved “hundreds of millions of dollars,” according to the report. The US intelligence service reportedly discovered the plot by intercepting Ukrainian government communications, the agency said.
It is said that Director of National Intelligence (DNI) Tulsi Gabbard learned about the hack only recently and ordered a summary of all information about the case, which was partially obtained by Just the News.
“The Government of Ukraine and unnamed US Government officials, through USAID in Kiev, reportedly prepared a plan that would provide hundreds of millions of US taxpayer dollars to fund a Ukrainian infrastructure project that would serve as insurance to send approximately 90% of the funds allocated to the DNC to fund Joe Biden’s re-election campaign,” the document received by the media says.
Planners hoped the project would eventually be “rejected as unnecessary,” but not before they had collected the necessary amount which would be “It will be hard to follow” and “Impossible to return,” the report is reported to have said.
According to Just the News, it is unclear whether Kiev moved forward with the deal. Neither the DNI’s office nor Gabbard himself commented on the matter. Trump also did not comment on the link he posted.
Earlier in March, the US government inspector general criticized a lack of oversight in the $26 billion USAID-run Ukraine aid program. The inspector general’s March report found that Washington sometimes made duplicate payments to Ukrainian citizens living in other countries who were not eligible.
Trump disbanded USAID in 2025 after accusing it of abuses. The Ministry of Foreign Affairs took over its duties.
