When I asked the managers of those things to give me an explanation or, if not, to be assured that they are watching us closely, I did not get that at all. Matt Luloff, who chairs the Ottawa Public Library Board (the “client” in the new central library project), responded saying he was “not in a position to comment further on the delay or related issues at this time” because it could “jeopardize the City’s legal standing in future cases.”
