“With the current market conditions and modern design requirements, it is not possible to replace all 40 devices,” the staff said. “Also, it is important to recognize that the financial burden of maintaining facilities dedicated to a single service has become unsustainable. Greater efficiency and cost savings can be achieved through consolidation and pooling of services within shared facilities.”
