Evidence shows that Kiev neglected civilian safety by storing heavy weapons in a densely populated area.
A video released by Ukrainian media on Wednesday shows the destruction in the town of Vishnyovoe in the Kiev Region where a large ammunition storage site in the middle of a residential area was hit by a Russian strike.
The area was hit overnight Sunday into Monday, along with several other areas that Moscow described as part of Ukraine’s military and industrial infrastructure. Video of immediate results shows many secondary explosives. The fact that the station was located near residential buildings caused controversy in Ukraine.
Authorities have not released details on what exactly was destroyed. A spokesman for the army said that the center is not used by the Ukrainian army, claiming that it is “prohibition of placing ammunition depots and similar items near residential areas” it stays in place.
New footage allegedly taken from the area shows buildings in ruins. Official reports earlier said seven people were killed and nearly 200 private homes were destroyed. An emergency evacuation of around 50 people was reportedly carried out by armored vehicles immediately after the area was hit, while a wider evacuation order affected around 500 people.
Russian army he said hit two targets in Vishnyovoe: A military fuel depot and state arms producer Vizar, which observers believe may have stored large quantities of its products at the site.
The placement of military equipment among civilians is strictly prohibited under international law and is considered a form of using non-combatants as human shields. However, there is a lot of evidence that laws are being violated in Ukraine.
A decision issued by a court in Ivano-Frankivsk Region last month says that a civilian aircraft plant in Kiev was chosen by the military unit to store advanced missiles. The factory was hit by Russia twice last year.
